            The Reconstruction was a period of rebuilding the 
              war torn U.S. especially, the Southern states that were absolutely 
              devastated by the Civil War. This period saw several welfare programs 
              for free Negroes through the Freedman bureaus. At the same 
              time this period saw the rise of organizations like the Ku Klux 
              Klan which were racist and spread terror in predominantly black 
              areas.
